Bicycling and Coast City

Bicycling and Coast City is a comprehensive case study based upon a fictionalized city on the central coast of a Western state. Following a string of cyclist injuries and casualties along the bustling central corridor of Coast City, city leaders decide that action must be taken to improve the safety and mobility of local cyclists. Part A of the case begins with background information and problem definition, setting the backdrop with vivid detail of Coast City and its various stakeholders and political conflicts.

Rescuing Search and Rescue: A volunteer rescue organization’s struggle with internal tension and the path to organizational competency.

The Utah County Jeep Patrol was tasked by the Sheriff to conduct all search and rescue operations in the County. However, their existing organizational structure and culture was not conducive to the level of service required by the search and rescue demands. As newer, more enthusiastic members joined the team, they realized a change was needed. The new members attempted to inspire this change within the existing organization and after a long and arduous process they ultimately failed.

A New System for the Office of Child Welfare

In a mid-sized U.S. county, children’s lives are lost and the local Office of Child Welfare finds its own information management practices to be implicated in the tragedy. Lucinda Angle, the county executive, is determined to improve the office’s information systems. She soon discovers that managing child welfare data also requires taking into account the data requirements and systems belonging to stakeholders at the state and federal levels as well. Angle and her senior staff issue a Request for Information (RFI) to seek ideas from software vendors on building a new system.

The five mini-cases on ethics in managerial decision-making are intended to portray real life managerial dilemmas in a way that will help students develop frameworks for addressing those dilemmas.

The Silver Affair: The Limits of Public Service Discretion

The California Bureau of Public Lands is responsible for the management of all state-owned lands. It contracts with private timber companies to harvest timber. As part of the Program Analysis team, Gil Silver is designated to review the Bureau’s contract with a major timber company— Thompson Timber Co.—after intense opposition from small lumber companies and farm, labor and conservation groups. These groups claim the Bureau gives preferential treatment to big companies who ignore conservation requirements.

Profile of a Vice-Minister: Leading under Constraints

The case narrator is doing research on the health sector in Portobello—an alias for a Central American country—and follows Vice Health Minister Jose Manuel Quesada as he implements several major policy reforms. In the capital Santander, Quesada is overseeing a transfer of authority of all hospitals from the Ministry of Health to the National Social Security System (IPSS). This transfer will involve a new focus on a rural health programs and preventative health measures.

The American Recovery and Reinvestment Act Sections 1602 and 1603: Providing Federal Support for Energy and Housing through Direct Cash Payments in Lieu of Tax Credits

The cash payment programs for renewable energy and low-income housing investments that the Department of Treasury (Treasury) enacted in the American Recovery and Reinvestment Act (the Recovery Act or ARRA) were a creative response to the economic downturn of 2008. They served as tools to help create a lifeline for two important industries in order to achieve the policy outcomes of sustaining and creating jobs, ensuring housing for low-income residents, and furthering the United States’ energy goals.

This case is offered as part of the Recovery Act Case Program and serves as a best example of the efforts of the large network of federal, state, local, non-profit, and private sector partners who contributed in the implementation of the 2009 American Recovery and Reinvestment Act.
