  1. Students of public or personnel management will be challenged by this fast moving case study showing the sequential decisions made in a charged management situation. A recently appointed engineering commissioner in an urban building department is confronted with disconcerting allegations of unethical conduct by one of her supervisors. The supervisor responsible for commercial building inspections is alleged to have enlisted the aid of city employees, on "company time" for construction work on his own home, using city vehicles in the process.

Lucinda Angle, the county executive, is determined to improve the office’s information systems. Angle and her senior staff issue a Request for Information (RFI) to seek ideas from software vendors on building a new system.

  5. This case illustrates the struggles of a well established nonprofit to understand its financial position after expanding its real estate and long-term debt just prior to the Great Recession. The case actors wrestle with understanding measures of financial performance including EBITDDA (Earnings Before Interest, Taxes, Depreciation, Depletion and Amortization) and GAAP (Generally Accepted Accounting Principles) net income and depreciation.
