Following a string of cyclist injuries and casualties along the bustling central corridor of Coast City, city leaders decide that action must be taken to improve the safety and mobility of local cyclists. Part A of the case begins with background information and problem definition, setting the backdrop with vivid detail of Coast City and its various stakeholders and political conflicts.

Esperanza Healthy Families includes both health and nutrition components with program directors for each who advocate for their own programs. In this straightforward and timely case, students are tasked with navigating the intricacies of public personnel hiring including the managerial, political, legal, and ethical challenges that are commonly faced by public managers. As the director of a city economic development division, the student must choose between a group of candidates that have applied for a new position that has opened up in the department. Each candidate’s qualifications are described with the inclusion of details from the candidates personal life that create a twist in what should be a simple hiring process.

  4. Mahiz Shewen is the president of the Pandoran Development Authority (PANDA), a group of private sector leaders with civic action interests in the Southeast Asian republic of Pandora. PANDA has recently sponsored a large convention in the capital city of Garabad to discuss the private sector’s role in Pandora and to find ways for the private sector to increase its participation in social and economic policy. In Shewen’s mind, the convention had been a great success for his organization and the private sector.

  5. Dr. Albert Viau has developed a national physician’s assistant program to help solve the problem of rural health service delivery in Republica, a mountainous Central American country. This program would provide high level preventative and primary care in the rural and underserved areas of the country. His proposed solution faces major opposition from his medical colleagues and the health establishment. Dr. Viau knew the proven policy would help alleviate the problem, but he could not find any support. He ran for Dean of the Medical School to begin the reform and did not succeed.

  6. The case narrator is doing research on the health sector in Portobello—an alias for a Central American country—and follows Vice Health Minister Jose Manuel Quesada as he implements several major policy reforms. In the capital Santander, Quesada is overseeing a transfer of authority of all hospitals from the Ministry of Health to the National Social Security System (IPSS). This transfer will involve a new focus on a rural health programs and preventative health measures.

  7. The California Bureau of Public Lands is responsible for the management of all state-owned lands. It contracts with private timber companies to harvest timber. As part of the Program Analysis team, Gil Silver is designated to review the Bureau’s contract with a major timber company— Thompson Timber Co.—after intense opposition from small lumber companies and farm, labor and conservation groups. These groups claim the Bureau gives preferential treatment to big companies who ignore conservation requirements.

This "Innovations in State and Local Government" case begins in January 1983, when Ellen Schall is appointed commissioner of New York City's Department of Juvenile Justice, an agency in upheaval. DJJ was established to detain seven- to fifteen-year-old children between arrest and adjudication. Most of DJJ's charges are held in a 25 year old secure detention facility called "Spofford," a notoriously violent and dilapidated facility in the South Bronx. The case describes the situation as Schall walks into it.

  10. Pedro Martinez is the Budget Director of Chicago Public Schools (CPS), the third-largest school district in the country. With the support of the Chicago mayor and CPS's CEO, Martinez wants to implement a new budgeting system in the district, starting with the schools that the district is building and reforming as part of Renaissance 2010, an initiative to restructure and revitalize 100 schools in Chicago.
